Does anyone know what the white foam on my black-eyed susans is? I usually find it at the join of leaf/stem. Am I looking at a fungus or a bug. I've tried getting rid of it with insect sprays and soapy water, but haven't had any luck.

Maybe spittlebug or daisy beetles, aka? They are easy to get rid of with insecticidal soap or diluted dawn with lemon keeps them away...

THIS THE SECOND YEAR OF TULIPS FIRST YEAR AWESOME FLOWERS , THIS YEAR LARGE FLOPPY LEAVES NO FLOWERS. WHAT DID I DO WRONG? HOW DO I GET THEM TO BLOOM NEXT YEAR WITH STRONG LEAVES NOT FLOPPY? THANK YOU
